Since July 16, establishments are only allowed to serve alcohol to those ordering food, Cuomo said.
He noted that there was "substantial evidence that institutions did not comply with this rule."
The innovation drew immediate condemnation on social media, with critics claiming that many bars do not serve food and only rely on serving drinks outdoors.
The Cuomo administration objected that under New York State law and the Alcohol and Beverage Control Act, there is no such thing as just a bar, and that they are all licensed restaurants and can serve both drinks and food.
He also announced the “Three Violations and You Are Closed” initiative, which could lead to the closure of bars and restaurants that committed three or more violations of social distance rules.
New restrictions apply to bars and restaurants throughout the state.

Cuomo says the decision came after revising more than 5000 restaurants where compliance was poor.
The Governor noted that the transition to the fourth stage of lifting the quarantine will not cancel these restrictions. He clarified that the fourth phase will not include any indoor events, including the opening of restaurant halls, museums or entertainment events such as concerts or live performances, despite the fact that they were originally included in the plan for the fourth phase of lifting the quarantine.
