Finding good housing in New York is a big problem. And it's not just the high cost. Residents can expect other surprises - heating and hot water outages, rodents, infrastructure problems. AMNY tells about the worst landlords in the city for 2024.
The list was compiled based on widespread and repeated violations between November 2023 and October 2024.
This list included about 400 buildings with a total of 4877 apartments. On average, each building had 146 open violations from the New York City Department of Housing and Development (HPD).
The Ten Worst Landlords in New York City
The rating is compiled in order of the greatest number of violations.

Topping the list of shame is Barry Singer, who owns seven buildings in the city with more than 1800 HPD violations.

His buildings have been the subject of numerous complaints about poor heating. During the eight-month heating season in New York City — from October 1 to May 31 — landlords must maintain a certain temperature in their buildings. Singer received 121 complaints about poor heating and lack of hot water.
During the same period, a total of 832 complaints were received about poor heating and lack of hot water in buildings, owned by the city's other 10 largest landlords.

“The people on this list are at best dangerously negligent, and at worst actively profiting off of New Yorkers’ misery,” NYC Public Advocate Jumaane Williams told NYC. “Last year, the worst landlord went to jail twice since the list was published. This is a clear message to landlords about the consequences of their inaction.”
