It happened at 15:15 p.m. near East 125th Street and Madison Avenue.

"We have to do something about it. There are a lot of children around all day long because there are a lot of schools here," said Ino, a local who lives nearby.
Police New York City police have posted flyers in the area where the disturbing incident occurred, offering a $3500 reward for information leading to the man's arrest.
