New opportunities for students

Historically, federal Pell grants were awarded primarily for traditional, long-term educational programs. Many adult learners and students from working-class families could not afford rapid education.

The new Workforce Pell program allows students to use these grants to enroll in quality programs lasting at least 8 weeks and less than 15 weeks, or between 150 and 599 hours of instruction.

The opening of the portal will allow higher education institutions to submit applications for inclusion of their programs.

To receive Workforce Pell certification, higher education institutions must demonstrate that their programs have successfully helped New Yorkers achieve results. Programs must meet labor market needs and meet established quality and effectiveness criteria.

Eligible higher education institutions throughout New York State can review the administrative regulations. They can also explore the industries and occupations that qualify under WIOA and Perkins V.

After this, institutions can submit applications for their programs through the state portal.

Priority industries

The Workforce Pell program provides additional benefits for adult learners.

Students who have already earned a bachelor's degree also remain eligible for Workforce Pell, allowing New Yorkers to change career paths. They can move into new, in-demand industries with high growth rates, without having to take on excessive debt.

New York State will prioritize programs in the following high-growth, high-demand industries:

• advanced manufacturing;
• Artificial Intelligence;
• aviation management and air traffic control;
• cybersecurity;
• emergency management;
• engineering;
• environmentally friendly and renewable energy;
• Nursing and allied health professions;
• training teachers for underserved areas, including early childhood education and child care;
• supply chain management and logistics;
• technologies.
