New York City Mayor Zohran Mamdani announced a major expansion of the 3-K program across all five boroughs. Authorities will add over 1000 new spots in 56 ZIP codes. This will bring New York City closer to making the 3-K program fully accessible to all families.
The expansion of the 3-K program is designed to help thousands of families gain access to free preschool education close to home. City officials believe this is an important step toward creating a universal preschool care system. children and reduction financial burden on New York City families.
Expanding Access to the 3-K Program
Starting in September, families in the following districts will have expanded access to the program:
- 5 zip codes in the Bronx;
- 6 - on Staten Island;
- 8 – in Brooklyn;
- 16 – in Manhattan;
- 21 – in Queens.

"For too long, families have been promised a universal 3-K program, but instead were offered childcare spots miles away. This has forced people to pay out of pocket for childcare or even leave the city," Mamdani said. "Today, we're making a new promise. The state can provide real relief in the face of the cost-of-living crisis. By making 3-K truly universal, we're building a city where every New Yorker can afford to raise a family."
New York Governor Kathy Hochul supported the initiative.

This fall, new spots in the program will be available in more than half of the city's 32 school districts.
