In the end, lawmakers approved a measure that decriminalizes marijuana possession of less than 56 grams and reduces fines for minor offenses.
State Governor Andrew Cuomo, in a 2020 message, said he wanted the New York State University system to establish a marijuana research center and work with neighboring states "to coordinate a safe and fair system."
