The MTA expects to receive federal approval for its plan to introduce tolling through congested lots in midtown Manhattan by the end of this year. The fees themselves are planned to begin levying by the end of 2023, reports New York Post.
“We look forward to successfully launching the congested toll program by the end of 2023,” said Steve Berrang, director of capital program management at the MTA.
“We expect to get FWHA (Federal Highway Administration) approval this year,” Berrang said. – And about a year after that, to be precise, after 310 days, everything will be completed, he and the funding will begin to flow into MTA».

In April 2019, the New York State Legislature passed a resolution to introduce tolls on congested sections of Manhattan. The toll money will go to the MTA budget and other transportation projects.
The program was originally supposed to start operating in January 2021, but it was postponed by the presidential administration Donald Trump. It wasn't until President Joe Biden took office that the MTA received approval to move forward with the project. It is expected that all formalities will be completed by the end of 2023.
