New York exit from quarantine: how close are different parts of the state to this goal

The Governor of New York, Andrew Cuomo, announced on May 4 a detailed plan to remove quarantine from the state and outlined 4-stage strategy for opening the economy.

According to him, construction and manufacturing companies in less-affected areas will be the first sectors to resume their work after the current ban on state business expires on May 15. In addition to them, wholesalers and individual retail businesses that offer self-delivery of orders will also be able to open at the first stage.

At the second stage, the opening of companies from the fields of finance and insurance, real estate and retail (which will not be included in the first group) is expected.

Restaurants and hotels will return to work in the third stage, and the fourth in the state will again open art and entertainment centers, as well as educational institutions.

Cuomo also announced a system of seven indicators, according to which a decision will be made on the transition of areas of the state to the gradual abolition of quarantine:

1. A decrease in the number of hospital admissions due to coronavirus within 14 days or less than 15 new hospital admissions per day over a three-day period.
2. Reduced mortality from COVID-19 within 14 days or less than five deaths on average per day over a three-day period.
3. The frequency of new hospitalizations is below 2 per 100 inhabitants (average for 000 days).
4. At least 30% of the total number of hospital beds in the region is not occupied.
5. At least 30% of hospital beds in intensive care units are free.
6. Conducting a minimum of 30 tests for every 1000 inhabitants per month.
7. In the region, at least 30 specialists work to track the contacts of coronavirus vectors for every 100 thousand inhabitants.

В Twitter the governor published a comparative table of the achievements of each of the state’s regions according to these criteria, and so far none of them has completed all seven.

Closest to the treasured discovery of the economy is the central part of the state, Finger Lakes, Mohawk Valley and Southern Thier. They met five out of seven criteria.

New York City meets three criteria. The furthest thing from the Long Island discovery is that it fulfilled two of the seven criteria.
