So, let's clarify that they will not actually castrate your ex. Instead, the animal shelter will name a feral cat after your ex, which will then be spayed or neutered and then released back into the community.
The event is a special promotion for Valentine's Day because, according to shelter staff, “some creatures should not reproduce.”
