“We don’t want to be fined,” de Blasio said.
Instead, inspectors will mainly help businesses establish protocols for fulfilling the mandate, if they have not already done so.
The new rule requires visitors to be screened for proof of vaccination to enter. The mayor is confident that most establishments will comply with this rule.

De Blasio's spokesman Bill Neidhardt said the fines would be imposed under certain circumstances.
Establishments will receive warnings for the initial violation, Neidhardt said.
If the mandate is violated after the first warning, the institution will be fined $ 1000. The third violation will result in a $ 2000 fine. And for any subsequent violations, the amount of the fine will be $ 5000.
Inspectors check establishments in all five boroughs.
