70% of New York State started quarantining: why the city is still far from it

Starting May 15, New York State began to gradually ease quarantine restrictions. This was allowed to the regions that met the seven criteria stipulated by the plan of Governor Andrew Cuomo. But the city of New York was among the lagging regions.

How it is determined whether a region can be relaxed

Cuomo announced a system of seven indicators by which decisions are made on the transition of areas of New York State to the gradual abolition of quarantine:

1. A decrease in the number of hospital admissions due to coronavirus within 14 days or less than 15 new hospital admissions per day over a three-day period.
2. Reduced mortality from COVID-19 within 14 days or less than five deaths on average per day over a three-day period.
3. The frequency of new hospitalizations is below 2 per 100 inhabitants (average for 000 days).
4. At least 30% of the total number of hospital beds in the region will not be occupied.
5. At least 30% of hospital beds in intensive care units will be free.
6. Conducting a minimum of 30 tests for every 1000 inhabitants per month.
7. In the region, at least 30 specialists continue to work to track the contacts of coronavirus vectors for every 100 thousand inhabitants.

Which regions have already begun to lift restrictions

As of May 21, 7 out of 10 regions (70% of the state) had met the requirements for easing restrictions: Capital District, Central New York, Finger Lakes, Mohawk Valley, North Country, South Thier and Western New York.

The city of New York was among the regions that have not yet met all the criteria for easing quarantine, along with the metropolis, Long Island and Mid-Hudson are on this list.

Of the seven requirements, New York fulfilled four: the level of hospitalizations and mortality, the proportion of new hospitalizations and testing (criteria No. 1, 2, 3 and 6 in the list above).

There are three unfulfilled requirements left. Of the required free 30% of hospital beds, while in New York, only 27%, and of the required free 30% of hospital beds in intensive care units - so far 26%. According to experts, the city will begin to relax restrictions on early June. The weakening will be gradual, and after all the requirements are met, New York will enter only the first stage of easing quarantine restrictions. There will be three more ahead.

Stages of easing restrictions
